You will have no problem playing those games and can stream using the GPU via the NVENC encoder in OBS or Shadowplay.

This machine will easily handle D3/WC3. Max settings are always a bit tricky because higher levels of antialiasing can really hurt fps with minimal practical gain. You will be able to run high/ultra without issue.

VGA height limitation does not specify vertically and is only 110mm which is why we restrict the graphics cards.

Generally speaking, "max" settings take an extremely powerful pc for most games. You will easily be able to run siege but likely not at max.
