Then if you get the 1070 would reccomend to extend your budget and get the i7 for future use, which will also allow it to be almost ready for VR :)

Keep the i5, and I would reccomend sticking with a more budget like GPU for your build such as a Radeon r9 380, or gtx 750 ti instead of getting a 1070.

Well I'll be fine with a 120GB SSD if it'll help in the long run. I would like the 16GB or RAM as well. I'm fine with the r9 380x and the i5, and if possible the build could hopefully be upgraded in the future. Would also like the $740 to include the OS. Thanks for the help so far!
