He did get some of the parts from Craigslist, and saved a lot of money, so I would consider this a budget build. Also he was able to get a GTX 1070 in that price!

With that budget you could get a GTX 1070. Also you should get two HDD drives because larger amounts of HDD have a chance of corrupting files (I'm pretty sure).

Also if they plan on doing VR some games do not support crossfire, and would recommend getting a single GPU that is better..

Well I just did my research and if you're going to be only doing graphic work and some games I would stick with the cooler on your list, since some water cooling units won't be able to fit.
