Parts for that socket are still pretty cheap, so you're not going to burn a hole in your pocket, if you want a serious upgrade

Use the i3 to update the firmware for the mainboard, and get:

  • a 3rd gen i5 (or even an i7, if you can find a decent deal on one)

  • 16GB RAM (might seem like a lot, but if your daughter gets into some heavier stuff, and DDR3 is pretty cheap)

  • a cheap 550W PSU (should be enough for most GPUs)

  • a 240GB SSD

  • and a selection of cheap GPUs (RX 570 and up should be quite enough to start with)

Do you have access to another computer? The knowledge to visit the manufacturers website locate the latest bios and download it to a flashdrive? The ability to follow instructions, plug a flash drive into a usb motherboard power it up and press the bios flashback button.

You don’t need to do this with a MAX board, it comes preupdated

Im not sure whether the motherboard he has in the prebuilt can support M.2 (a SATA SSD might be slower, but he can use it either way)

Also, he doesn’t need a new Windows copy, unless he’s replacing the motherboard.

The 8400 is still quite a decent chip, so there’s no need to upgrade there.

In addition to what everyone else has suggested, I’d also buy a cheap tower cooler (the stock Intel one isn’t great, and it doesn’t take much to buy one.
