For that price point I would get an I7 instead of a Pentium. I'd imagine it would bottleneck the GPU

Yeah. That CPU will not allow the GPU to do what it's capable of. Go cheaper Go with cheaper mobo, cheaper GPU, and upgrade the cpu. And get Windows 7 Home Premium.
