Streaming \ Gaming rig wanted.

Please feel free to leave whatever type of comment you want on my current build or suggestions as to what type of things I might need that would help me stream. Any and all help is deeply appreciated, thank you for your time.

Story: My current PC generally runs games well but I tend to have to turn down shadows and particles to get that 60 FPS in planetside 2, so I know i can't stream with 1080p and get 60 FPS. Games like SMITE and league run well, although I have not tried WoW, which I remember didn't run on high with my old computer.

If possible I'd like to turn my current PC into one that is able to run games like Planetside 2 on ultra and be able to stream on 1080p. I say Planetside 2 because in big battles there is usually tons of stuff being rendered and unrendered, and although it's not graphically intensive, there is a lot of it, and all at once for long periods of time. I know I need atleast 8gb+ of RAM, but before I do that I want to lay down the game plan, if you know what I mean because I don't think throwing RAM at the situation is going to fix it..

Goal: Keep what I can, and upgrade what I must

Budget: ~$1000 ...or..++?

Anyways, here is what I currently have:

System Model: Inspiron 530

Memory: dont know model but, 4GB DDR2, 2 stick i believe

Optical Drive: Do I really need anything major here?

OS: Windows 7 Home Professiona 32-bit (6.1, build 7601), Service pack 1

Planetside 2 actually is not that demanding. You can max it out on an i5 with a 760 or 270x no problem.

I only used Planetside 2 due to the amount of stuff happening at once. If I were to stream this would further stress my PC. What other game do you think causes more stress on a PC?

The most gpu and cpu stress? Bf4,metro last light, watch dogs, Hitman absolution, crysis 3. These are some of the most demanding games out. They are the ones where an i7 and top end gpu are beneficial if not required for max settings while streaming

I know that my RAM is pretty low, but I don't think throwing RAM at the situation is going to fix the problem. So what should I really upgrade here?

the main reason for this post is to see if anything is worth keeping. If I wanted to flat out buy a new rig i'd invest more than $1000.

When is too much, simply too much? ex) Do I really ever need 32gb of RAM for gaming \ streaming?

I plan on reusing my storage and optical, so it comes out to about $500. Not bad for a gaming \ streaming rig.
