Would a Macbook retina Pro 2015 be better value?. OR would the 2016 Macbook pro be better?. I am going to be using it daily for some light programming as well as school work. Please give me your opinions on this matter.

The 2015 Macbook Pro is better by far, if you can get one in good condition. It has an excellent port selection and a real keyboard. Screen is virtually the same. Hardware is older, but, for light programming and productivity work the change from Haswell to Skylake doesn't make any difference. The biggest difference is that, if you go 2016+ with MacBook Pros, you need to have all USB-C peripherals or else be prepared for #DongleLife. But even more importantly, you're buying into the worst keyboard ever designed by mankind. It is one of Apple's great design blunders, and one they are strongly rumored to finally be backtracking on.

Pros for 2015: Actual port selection. FAR superior keyboard. Magsafe power port is dope.

Cons for 2015: No USB-C. Haswell architecture is older and slower than Skylake (but again it won't matter). Uhhh it's half a pound heavier?

At that point would you think just getting an equivalent build quality windows laptop from this year would be better? I know there aren't many but still.

Personally yes. I would def vote for a Windows laptop, and imo there are plenty that match or nearly-match (in some ways even exceed) the build quality and specs of a MacBook Pro, and are cheaper. Dell XPS, HP Spectre x360, Razer Blade Stealth, Acer Swift 5 (if you purge all the junkware), Lenovo Yoga 920, all came immediately to mind. Huawei Matebook Pro X if you can get it is really really good (ports are crap but still better).

If you're cool blowing lots of money, the Microsoft Surfacebook or Surface Laptops are MacBook Pro esque but with actually good keyboards and slightly better ports (Surface Laptop ports suck still).

IMO MacBook Pro's are absolute garbage right now, and when they were good they were still severely overpriced. But OP asked for MacBook Pro opinions.

When it comes to laptops, the CPU architecture is far from the only consideration. The 2015 MacBook Pro was the last good MacBook Pro.
