i want to be able to run games like overwatch and gta v, but not necessarily on high specs. my budget is quite low. right now i can run gta v, but it's basically a slideshow. i have windows 10.

i will be grateful for power supply/cooling suggestions as well.

Both your CPU and GPU aren't up to speed, but a GPU upgrade will do much more for your money for gaming performance. 4GB more of RAM for a total of 8 is pretty necessary for most things now too.

A $100 graphics card would be the RX 460, $150 for the RX 470, $200 for the RX 480, $350 for the GTX 1070. All would give you much better gaming performance than the GTS 450.

I'd say you're CPU is bottlenecking your system...I'd recommend going for a low or medium-end AMD quad core if you want to run those kinds of games...and maybe an extra stick of 2gb of RAM wouldn't be bad.
