Yes I do know you absolutely need one, but when I see other people's completed part lists it shows they didn't buy one. I'm very confused by this because I thought they weren't free.

If your a student you can get it free. They could also be using Linux which is free. They could also have had it laying around already so they don't include it or they're that one person who doesn't include it so their part list looks cheaper.

They could also have a full retail version of Windows operating system.
Those are transferable to new systems.

Legitimate full retail versions includes a disc or USB media.
