I think I saw a GPU that was a 4Gb and would cost less. I'll check and see if I can find it.

VRAM is not the sole determinant of GPU performance. It addresses the max size of the problems it can handle without going out to the PCIe bus and main memory. It does not guarantee it can quickly compute those problems, however, and the 960 has far more execution resources than a 740.

Probably shouldn't admit that on the Internet. It's really not a good idea for those under the age of 18, for multiple reasons.

Also, just to clarify things a bit further: usually, GPUs will have sufficient VRAM for reasonable use cases. Where it mostly comes into play is for multi-GPU setups; SLI and Crossfire will not increase the available VRAM, so the sort of problem you'd throw at a multi-GPU setup can be capped by VRAM constraints.

The primary issue in that build is that you need neither a separate CPU cooler nor a Z97 mobo for a locked CPU. The stock cooler is enough, and Z97/Z170 is only necessary if you're overclocking.

Modified the build a bit to use Skylake components: it's a newer platform, it'll be supported longer, and in the odd event you're CPU limited, it does have a performance advantage.
